Dr. William “Bill” Voss
- About Dr. William “Bill” Voss
Dr. William “Bill” Voss (PhD) is a clinical psychologist as well as the CEO of River City TMS (PLLC), a company that he founded in 2020. Bill has served and treated adults and adolescents suffering from severe mental illness since 1993, when he began volunteering as a crisis counselor at The Briarpatch, a 24/7 crisis line and runaway shelter for homeless teenagers in Madison, Wisconsin. Bill’s education includes a Bachelor of Science degree in Psychology from the University of Wisconsin-Madison as well as a Master of Science degree in neuropsychology and a Doctor of Philosophy degree (PhD) in clinical psychology from Washington State University (WSU).
Bill has been a researcher for 30 years, and he has published more that 15 peer-reviewed research articles and book chapters across a variety of subjects, including suicide prevention and addiction, the assessment and treatment of depression, anxiety and schizophrenia, the neuropsychology of Multiple Sclerosis (MS), as well as cognitive dysfunction in psychopathic criminal offenders. For his contributions to cognitive and neuropsychological research, Bill won a Student Research Award by the National Academy of Neuropsychology in 1995 as well as the Nelson Butters Award for Research Contributions to Clinical Neuropsychology in 2001, a distinction for being an author on what was considered the best and most significant research article published over the past year in the journal Archives of Clinical Neuropsychology.
Bill has taught psychology courses at the University of Washington, the University of Wisconsin-Madison, Gonzaga University, and Washington State University. While at WSU, Bill received a Teaching Excellence Award, and he was one of 10 instructors nominated for Teacher of the Year by students with disabilities.
When he is not working, Bill loves traveling to the beach, hiking in the desert and spending time with his friends and family, especially his wife, his father, and his dog Myrtle. Bill has also been known to crack jokes (often bad ones) on a frequent basis, obsess over sci-fi fantasy, and books and movies, listen to an eclectic array of music, and eat Southwestern and Mexican Food.

Dr. Andrew Williams
- About Dr. Andrew Williams
Dr. Andrew Williams is a licensed and board Certified General Psychiatrist. After graduating residency at Creighton University School of Medicine at Maricopa Medical Center he returned home to Portland, OR.
Before entering medical school Dr. Williams worked as an Art Therapist, helping people with serious mental illnesses, trauma survivors, cancer patients, and at-risk youth. The use of expressive therapies in the healing process led Dr. Williams to develop a caring, holistic approach to psychiatry.
As the Medical Director at River City TMS, Dr. Williams continues his practice of person-centered care using both traditional and cutting edge technologies to better the lives of his patients.

Chris Cox
- About Chris Cox
Chris Cox, MCHS, PA-C joined our team at River City TMS in 2020, with a strong desire to help those suffering from clinical depression. He has spent the last 10 years working in emergency medicine for organizations such as the University of Washington’s Harborview Medical Center and Kaiser Permanente’s Emergency Services.
Chris brings an incredible empathy and robust set of clinical skills to the team. He has a lifetime fascination with the magnetic sciences and believes TMS therapy to be the cutting edge treatment for major depressive disorder.
Chris is a loving husband and father who lives here in Spokane with his wife and two young daughters. He loves helping others and prides himself on finding ways to make a difference.

Jenny Shaw

Jenny is a board-certified Psychiatric Nurse Practitioner with over 20 years of nursing experience. She enjoys collaborating with clients on their mental health journey. She is certified in TMS therapy and provides Psychiatric evaluations and discharge planning at River City TMS.

Toni Barthell
- About Toni Barthell
Toni has decades of experience working in healthcare, medical billing, and coordinating medical offices. She is passionate about serving people struggling with mental illness and loves getting to know each client and learning about their lives.
When Toni isn’t working at River City TMS, she spends time with her husband and kids, long-distance running, hiking, traveling, and taking care of her elderly dog.
Jen Maxwell

Jen has years of experience in scheduling, credentialing, and insurance billing for medical offices. She is passionate about encouraging people with mental illness and loves building relationships with clients. When Jen isn’t working at River City TMS, she spends time with her husband and kids, walking, reading, traveling, and taking care of her 2 cats and dogs.
Christina Terrell

Christina is a certified TMS Technician. She joined River City TMS in 2021. She is passionate about health and wellness and has over 10 years of experience as a licensed massage therapist.
When Christina isn’t working at River City TMS, she spends her time trail running, gardening, cooking, and traveling.
